I'm wondering if this can make him mentally ill or from the lack of exercise and fresh air can this make him physically ill as well ?
I'm having to be home a lot more lately until almost July (summer term in college doesn't offer many classes..). And just being home practically all day for a week is making me go nuts. Not to mention having to be home with my dad who's very obnoxious and stubborn. I can't imagine how it is for my dad who is home all day watching TV.
So can this make him ill mentally or physically ?

Studies have shown that isolating ones self from others, can impact on physical, mental & emotional health, and can actually make us sicker if we isolate ourselves too much, and if we don't do some exercise, which can cause other medical conditions such as diabetes & heart disease, if your not eating properly and or over weight.
But if person is suffering from chronic pain condition, which limits their ability to walk & move freely, and not helped when people don't understand the pain & fatigue associated with a chronic condition, it can be just to hard to bother going out to mix with out to mix with others.
Having a healthy balance, can keep us physically, emotionally & mentally health, which is not easy when you have a chronic pain condition, which limits your ability to walk etc.
Learn a little more about your dads medical conditions, especially the fibromyalgia & liver disease as they are both debilitating problems. Offer to go with him to see his doctors, the doctor can explain to you about your dads health problems and the treatments their trying etc.
While your home why not suggest you go for short walks or to then pin bowling, cinema, fishing or some other activity, especially one he used to enjoy doing. You may need to compromise to get him out of the house, by doing a little more around the house so he does not become to fatigued or have increased pain.
Graded exercise is good for people with fibro, such as walking, swimming, Tia Chi, building up from short walks & laps. But your dad needs to check with his doctor that the exercise is not going to exacerbate the bulging disk. Although waling & swimming should be ok.
Its great your thinking about your dad's well being, its fairly difficult for kids when they have a parent who is unwell.
I feel for you dad as I have Fibromyalgia, CFS & Raynard's and a little arthritis, pain & fatigue is unrelenting, some days are worse, depending on what I have done the day before or what the weather is doing, extremes of temperature can cause major flare ups, as does getting a flu or virus. But I try to work part time, and do a little exercise (graded), which helps keeps the body muscles toned and joints free. I also try to get out socially at least once a week, even if its for a few hours and watch what I eat.
My hubby & daughter will tell you I can be a bit grumpy & stubborn when in a lot of pain, so they try to not annoy me, and help a little more, occasionally my hubby growls back saying "go lay down" lol.
