What movie is this from my childhood?

What movie is this from my childhood?I have scattered memories of a movie from my early childhood. It's an old movie, from the 70's, or possibly very early 80'. POSSIBLY starring Gene Wilder, but I'm not certain, and it seems I would have discovered it by now if there were the case. I remember only a few scenes:
One is a man wearing a (yellow?) suit, and mechanical wings, like hang-glider wings, pop out, and he can presumably fly, like some sort of superhero. I seem to remember him standing over the entrance to a tunnel, and turning to face oncoming traffic as he sprouts his wings.
Possibly in the same movie: a man eats hot spicy food in a restaurant, then then belches a gout of flame. He is approached by Asian mafia/business men because of this - as I child I overheard people say they approached him because they were jealous he could breath fire.
