Krissy...my guess is you are allergic to fenugreek. It's in the same family as peanuts.
One way to find out: stop taking it, see if the rash/swollen condition clears, then reintroduce the fenugreek slowly again. If the rash reappears, then you know you are allergic to it.

Gout generally affects the joints. So if it was gout it would be affecting the elbow or wrist, rather than your arm.
Gout does cause swelling, but it doesn't usually cause a rash. If it is indeed gout you will have intense pain in the swollen area. And I mean ... a lot of pain!
Because you have not mentioned pain at all, it seems to me unlikely that you have gout.
